Toronto’s quest for more green spaces in urban areas reached a significant milestone with the opening of Leslie Lookout Park on Saturday. Nestled in the industrial Port Lands, the park offers a much-needed retreat for residents and visitors looking for a connection to nature amidst the concrete landscape.

Overview of Leslie Lookout Park

Leslie Lookout Park occupies a previously industrial plot of land on the Martin Goodman Trail, situated between Commissioners Street and Unwin Avenue. This new public park, covering approximately two acres, was developed on a site formerly used by a construction equipment rental business that has since relocated due to the expiration of its lease.

Park features include green spaces adorned with a mini-forest, a nearly 14-meter lookout tower, and a free bike repair station. The lookout tower is designed with a concrete exterior that harmonizes with the nearby silos, providing visitors panoramic views of Toronto’s waterfront. Additionally, the park features an artificial beach; however, swimming is prohibited to ensure safety due to the ongoing operations of the Port of Toronto.

Community Response and Significance

Coun. Paula Fletcher, who has been instrumental in the park’s development over the past decade, expressed her enthusiasm during the opening ceremony, referring to Leslie Lookout Park as “a beautiful little oasis” amidst the industrial setting. Fletcher emphasized the importance of balancing industrial activities with the creation of pleasant public spaces, stating, “We’re not kicking anybody out, but we are saying, ‘Let’s make everything terrific and have little spots where you can go where the people can coexist.’”

The City of Toronto highlighted that this park represents the first public space to emerge from the ongoing revitalization of the Port Lands, transforming an underused industrial parcel back into a community resource. This transition aligns with broader city efforts to enhance green areas and promote public enjoyment throughout the region.

Development Background

CreateTO, the municipal agency responsible for managing city lands, led the project with a budget of $8.5 million. The park’s design was created by landscape artist Claude Cormier, whose previous projects include popular locations such as HtO Urban Beach and Sugar Beach in Toronto. His design aims to blend natural elements with the urban setting, fostering a peaceful environment for park-goers.

The development process included consultations and a design competition initiated in 2020, with construction officially commencing in February 2022. Vic Gupta, CEO of CreateTO, noted the challenges in constructing the park due to the active industrial environment. “We wanted to make sure that the soil conditions were reasonable… and we had to repair the dock wall, which has been crumbling over the years,” he explained.

Indigenous Community Involvement

Recognizing the historical significance of the site to Indigenous communities, the design process also involved Brook McIlroy’s Indigenous Design Studio. The park’s opening ceremony included traditional elements, with an Anishinaabe elder leading the proceedings to honor the area’s cultural heritage.

A Vision for the Future

Mayor Olivia Chow addressed attendees during the opening, calling Leslie Lookout Park “a place for unique experiences.” Her remarks reflected optimism for the park’s potential to serve the community, allowing families to enjoy leisurely activities such as biking and picnicking.

Fletcher echoed this sentiment, expressing her excitement for the new recreational opportunities that the park provides. She encouraged residents to visit and “Enjoy it!”

Looking Forward

Toronto’s waterfront revitalization continues to gain momentum as Leslie Lookout Park joins the list of new public spaces designed to enhance the urban landscape. The city’s ongoing infrastructure projects, including efforts to reroute the Don River and plans for a mixed-use neighborhood in the Port Lands, signify a shared commitment to modernizing this industrial area while integrating lush parks conducive to community engagement.

As cities across North America increasingly recognize the importance of green spaces, Leslie Lookout Park serves as a model for reclaiming underutilized industrial land. The initiative not only bolsters the city’s ecological health but also enriches the community by providing a space where residents can gather and appreciate the natural environment.

The city is working hard to make public spaces better for everyone. These improvements will focus on making them look nice and work well, so people can enjoy more outdoor areas now and in the future.
