Teacher Workload Concerns Highlighted in Killeen ISD Audit
Killeen Independent School District (KISD) trustees met on September 10, 2024, to discuss critical findings from a recent teacher workload audit conducted by Gibson Consulting and Research Group. The audit, known as the “Teacher Time Evaluation,” examined how teachers allocate their time spent on educational duties versus other responsibilities and revealed notable insights into the challenges faced by KISD educators.
Key Findings from the Teacher Audit
The audit presented by Senior Consultant Will Hardaway detailed the daily activities of KISD teachers, showcasing the extent of their workloads. Out of the surveyed teaching staff, 73% participated, and a time diary was kept by 74 key teachers.
Overwork Among Teachers
The findings indicated that the average KISD teacher works approximately 52.1 hours weekly, which is slightly below the national average of 54 hours. Notably, 92% of KISD teachers reported that they work more than the standard 40-hour work week, with 51% expressing they cannot complete assigned tasks within their contracted hours.
A poignant comment from a new teacher encapsulated these feelings: “I was working 75 hours per week in the first nine weeks, and there is never enough time to do it all. I feel guilty when I take a day off because I know the kids depend on me.”
Interviews and Surveys Reflect Teacher Sentiment
The audit included interviews with administrative staff and focus groups comprising teachers of various subjects and school types. Responses revealed that 86% of teachers perceive their workload as a serious issue, with 56% considering it a “very serious problem” and another 30% labeling it as “fairly serious.”

In light of the findings, KISD trustees are looking to implement changes aimed at reducing teacher workloads and improving overall working conditions.
Annual Review of Workload Management
KISD Superintendent Jo Ann Fey noted that the district is committed to addressing these issues and will periodically review teacher workload management strategies to facilitate a more sustainable work-life balance for educators.
$18 Million Donation: Eyes on Educational Improvement
In a separate but equally significant development, KISD trustees approved a spending plan for an $18 million donation received from philanthropist MacKenzie Scott. This plan aims to enhance educational resources and provide valuable support to both students and teachers.
Funding Student Scholarships and Enrichment Programs
The approved budget includes utilizing interest earnings to fund scholarships and programs specially designed for low-performing students. According to KISD, $2 million of the fund is earmarked for scholarships aimed at promoting academic excellence while encouraging community service. The remaining $16 million will focus on enrichment programs that enhance both academic and social learning for selected elementary and middle school students.
Establishing the Young Engaged Scholars Program
One of the pivotal initiatives will be the Young Engaged Scholars (Y.E.S.) program, emphasizing science, technology, reading, engineering, arts, and math (STREAM). KISD assures transparency regarding the spending of the endowment, with an annual report slated for discussion in August, and funds will not be allocated to routine operational costs.
