California’s scenic Highway 1, renowned for its breathtaking views along the coastline, faces significant challenges as road closures disrupt the flow of both tourism and local life in Big Sur. Severe weather events and their consequences have left communities grappling with economic impacts and concerns about the future stability of this iconic roadway.
Historical Significance and Current Challenges
Highway 1, which opened in 1937, is not just a road; it is a crucial lifeline that has shaped the Big Sur community and its burgeoning tourist allure over the decades. For locals like Kirk Gafill, owner of Nepenthe restaurant, the highway represents much more than convenience. “It is the part of Big Sur that is fundamental to living here, to having a business here. And so, access is everything,” he remarked. However, that access is currently threatened. A series of landslides, exacerbated by persistent storms, have closed parts of the road and left businesses struggling.
Impact of Recent Weather Events
The relentless storms that struck California over consecutive winters have severely damaged the Santa Lucia Mountains, leading to landslides that obstruct Highway 1 at four different locations. As Gafill pointed out, the closures have resulted in a significant drop in business levels, estimating a loss of approximately 30% to 35%. “We know these closures are going to happen. It’s just a matter of when, not if. It’s almost become an annualized event,” he added.
Magnus Toren, who operates the Henry Miller Memorial Library in Big Sur, echoed these sentiments, noting the challenges of living in an area effectively isolated by a catastrophic bridge collapse and landslides. “When the bridge fell north of here and we had a big landslide to the south, we lived in what we call the island. So, we were essentially closed off,” he explained. This sense of isolation has heightened concerns regarding the sustainability of maintaining Highway 1 in the face of increasing natural disasters.
The Role of Climate Change
Significantly, the current struggles along Highway 1 are not isolated incidents but rather part of a broader issue of climate change. Scientists have noted an uptick in the frequency and intensity of both wildfires and winter storms, creating conditions ripe for landslides in an already vulnerable area. The California Department of Transportation (Caltrans) has already invested nearly $230 million over the past five years to repair this vital thoroughfare. “California is experiencing climate change every day,” said Tony Tavares, the director of Caltrans. His department is committed to keeping the highway operational and is investigating long-term solutions to prevent further disruption.
Geographical Limitations
Despite these efforts, the geographical constraints of Big Sur pose significant challenges. With steep mountains on one side and the Pacific Ocean on the other, the options for rerouting or relocating the highway are limited. Earlier relocations of other sections of Highway 1, moved 400 feet inland due to erosion, cannot be easily replicated in this rugged terrain.

Recognizing the significance of Highway 1, Tavares emphasized, “We believe it’s possible to keep this highway open. I can tell you right now we’re not abandoning this roadway.” Given its role as a tourist attraction and local access point, the highway is deemed “too important to fail.” For many visitors, the drive along Highway 1 is described as a once-in-a-lifetime experience, while for locals like Toren, it is simply the backdrop to daily life. “I sometimes pinch myself and think, how could I have been so lucky? Yeah, so I’m very grateful,” he stated.

As Big Sur faces ‘uncharted territory’ with ongoing closures, the community is left to navigate the delicate balance between preserving their natural environment and ensuring accessibility. The efforts of local leaders, backed by state resources, continue to focus on innovative solutions to maintain this essential route while anticipating the ongoing ramifications of climate change.
